Human resources management in local self-government
A multi-year support programme for local self-government units on competency-based human resources management — the framework itself, by-laws, tools, and hands-on training.
A long-running programme supporting reform of human resources management across Serbia’s local self-government units — work that has moved through several consecutive phases, from finalising the LSG competency framework to drafting manuals and by-laws to delivering training on the ground.
The LSG competency framework
Contributing to the final competency framework for local self-government — behavioural, general functional, and specific functional competencies. Developing the action plan for its adoption, presenting it to wider audiences, and formulating recommendations for expanded support from the Government’s HR Management Service.
By-laws and tools
Co-authorship of the “Manual for determining competencies for the work of officials in local self-government units” (SCTM, 2022) and accompanying documents — vacancy notices, decisions on forming evaluation commissions, instructions for commission work, scoring criteria, ranking templates, and question sets for assessing behavioural competencies.
Training on the ground
Design and delivery of the accredited programme “Competency-based human resources management in local self-government,” delivered across 8 two-day regional sessions in 8 regional centres. On top of this — the “Conducting competency-based interviews” training across 6 two-day workshops, in which 140 HR professionals from local self-government units were trained.
