EU4PA — Technical assistance to Montenegro on HRM

Establishing a competency framework for Montenegrin civil servants, improving HR planning, and modernising recruitment procedures in public administration.

An engagement under the EU 4 Public Administration programme — technical assistance to Montenegro in the provision of public services and human resources management. The work runs on three tracks.

Competency framework

Designing a framework that covers every level of civil service — from operational staff through senior management. Defining core, managerial, and technical competencies applicable across institutions, and aligning the framework with strategic HR functions: recruitment, performance appraisal, training, and career progression.

HR planning

An in-depth analysis of existing HR planning practice — legal, institutional, and procedural — and concrete recommendations to improve effectiveness, transparency, and sustainability. Particular attention is paid to tighter coordination between HR planning and financial planning.

Modernising recruitment

Standardised competency-based selection procedures, structured interview frameworks, training for selection committees, and drafting of by-laws and manuals that accompany the new procedure.
