Training of Trainers — competency-based HRM
Design and delivery of a Training of Trainers programme for competency-based human resources management in public administration, including preparation of materials and work with Tax Administration managers.
A Training of Trainers (ToT) programme dedicated to competency-based human resources management in public administration. The objective was to build the capacity of future trainers — by improving their training skills, developing supporting materials, and creating the conditions for independent application of what they learned.
Within the programme:
- Training materials were prepared for future delivery, and future trainers had the opportunity to run part of the sessions themselves and calibrate their own style.
- A one-day training for managers of the Tax Administration of the Republic of Serbia was developed, which future trainers can deliver independently — along with guidance on adapting and improving presentations and supporting materials.
- Core topics covered: labour relations in public institutions, development and application of workplace competencies, performance appraisal, and the recruitment and selection process.
- Exercises for future trainers were carried out in collaboration with the project team.
